Companies must negotiate separate utility rate structures, pay for power delivery upgrades, and absorb costs whether they use the electricity or not. The pledge applies to signatories now, with pressure mounting on other operators to follow.

Deadline: In effect now for signatories. Non-signatories face regulatory and reputational pressure.
